RESOLUTION 1
APPLICATION FOR A SEPARATE CN CODE FOR LARGE TROUT
(Large Trout Commission)
The FEAP, as a representative of the European Aquaculture sector, has decided to apply formally to the Bureau of Combined Nomenclature (CN) Codes for and fish products, according to the definition given below. The application must be world-wide and international for all trade with Large Rainbow Trout according to the definition adopted by FEAP in 1999 .

Aim:

The aim of this definition is to isolate Large Rainbow Trout from other salmonid and portion size trout, so that Large Trout is recognized as an individual product in its own right.

Oncorhynchus mykiss only (Rainbow Trout)

|
Spawned in fresh water and produced or ongrown in fresh, brackish or salt water.

|

RESOLUTION 2
CONTROL OF DUMPING UNTREATED BALLAST WATER
Commission)
- Whereas the dumping of untreated ballast water by cargo vessels has been shown to have disastrous effects on marine ecosystems throughout the world through the introduction of exotic animals, plants and viruses, etc.
- Whereas currently no EU legislation exists to ensure that potentially harmful are not discharged in the vicinity of aquaculture operations
- Whereas the Maritime Environmental Protection Committee in the UN International Maritime Organisation has been working for 9 years to develop international legislation on measures to reduce the of transferring organisms through ballast water
The FEAP requests that the European Commission considers, as a matter of urgency, the drafting of legislation to prevent the introduction and spread of harmful exotic species in European waters.
The priorities must be:
- the protection of aquaculture, wild species and the general environment;
- the establishment of a properly resourced and regulation programme;
- the implementation of an EU protocol for the pre-discharge of ballast water to kill or inactivate all organisms contained therein.
RESOLUTION 3
RECOMMENDATIONS CONCERNING VMPs
(Fish Health Commission)
The FEAP is convinced that the quality of fish as and the protection of both the consumers and the environment can only be achieved by the availability of registered Veterinary Medicine Products (VMP) and vaccines.
This requires a MRL (Maximum Limit) for any active substance applied to food producing animals but also a market authorisation for the VMP. The FEAP welcomes the initiative taken by the EMEA and the CVMP to have considered a "risk analysis approach" for residues of VMPs in food of animal origin (EMEA/CVMP/187100 Consultation issued on 27 May 2000) which, providing there is data in all three major species (cattle, pigs and poultry), will allow the MRL to be extrapolated to all other food producing animals, including fish.
FEAP considers that the only way to see VMPs registered for minor species, such as fish, will be through a similar system to the one recently implemented for human medicines. This is the Orphan Regulation that foresees a fast track and financially funded registration system for medicines that are needed for humans suffering from rare diseases and for which industry cannot justify the cost of development and registration of a medicine. Furthermore, the FEAP requests to be part of the committee for orphan medicinal products.
